Cradle of Rome, Unexpected Combinations

How can you build your own Rome in a computer game? Oh, we now have several ways to do that: like an economic strategy (build town, and earn money, and hire workers, and grow foods...) or a war strategy (build your town and fight your enemies!) or something quest-like.
Authors of Cradle of Rome game have invented a unique gameplay you wouldn't expect but would love. From some point of view, Cradle of Rome is a strategy game (more like a peaceful strategy, without enemies or fights). You have some resources to grow or collect, some buildings to build, some people to hire... But when you look at a single level, you will see something like puzzle. It's more like a common "three or more of a color" puzzle, but it IS inside the strategy. So, at the time when you have solved this puzzle you collect your resources for the further development of the town; and, vice versa, when you have created a new building, it brings you a new opportunity to resolve a puzzle. Keep in mind, the puzzle is not as simple as you may expect: with the further levels completed, you see more and more capabilities, bonuses, and special items; so, it becomes a full-strength tactical game. It is new, it is inventive, it is captivating, and all in all it is so natural to play a strategy and tactics at the same time, even when the tactics is so special.

I purchased The Cradel Of Rome at Best Buy and love it. Only problem is that I cannot get past the 1st level. I work as fast as I can but I am only able to purchase 2 buildings. What am I doing wrong. I am very frustrated.
